Protest Pro-tips

In the days when I became acquainted with Michigan United (long before we were even known as Michigan United), I was engaged in the Occupy movement. Besides a protest against economic inequality and the many ways in which it manifested, it was also a stand in defense of free speech. As with many other successful movements, it enabled mass participation. No one had to tell you what to do, wherever you were. It was apparent. Make a sign stating your demand, go to a public space, and stay there as long as you could. The space could be a park, an intersection, a long forgotten city square. These spaces are also known as “The Commons.”

In our everyday lives, we may move from public space to private ones without noticing. For the sake of protest, these distinctions are important; the freedom to say what you believe means nothing if no one can hear you. If you can’t turn over a soap box on a street corner, stand on it, and rail against the government, you don’t truly have free speech. It may seem like an odd place to draw a line, but if we can no longer speak our minds on a city sidewalk, we are in a very dark place indeed. 

Our right to The Commons has restrictions. The basic rule to remember is that you can’t prevent others from using them. In other words, if you form a picket line on the sidewalk in front of a store, everyone has to keep moving in order to allow others to pass. If your protest has drawn the ire of police, they will likely do something worse than arrest: They may issue tickets for things like loitering and impeding traffic, nothing worth bragging about Monday morning. It’s best just to keep moving.

In metropolitan areas, sidewalks that were once limited to the common marketplace now wander off into unexpected areas. When a crosswalk passes the median of a divided highway, is that stretch a public sidewalk? What about the rest of the grassy area? It depends on the circumstances and the officers enforcing it. If the Woodward Cruise is going on, you can take a folding chair and a cooler out there all day. If it’s rush hour in Southfield and you’re trying to stop the president from torturing people, not so much. (Don’t ask me how I know, just trust me on this one).

Sometimes, the sidewalk was already there when the freeway came through, as was the case of the Orangelawn footbridge that spans the I-96 freeway entering Detroit. It spans a dozen or so lanes for over 500 feet, making an elementary school available by foot to children on the other side. Overpasses like this offer high visibility, especially during rush hour, but there are some rules you should follow: Don’t attach a sign to the bridge itself, but you can press a sign against the chain link fence covering it. Don’t hang signs on the outside of that fence. Although this might improve visibility, it also runs the risk of your sign flying off into traffic and causing an accident that will overshadow your protest.

Not surprisingly, The Commons are a vanishing resource. Campus Martius Park, which sits at the city center, is billed as “Detroit’s gathering place,” but if you try to exercise your right to speak with people there, a private security guard will quickly remind you that while it is a public space, it is privately managed. Smaller towns that once had a city square surrounded by shops now have shopping malls off a freeway without even a hint of a sidewalk.

Private entities have taken over public spaces, so they rely on the public coming into their private spaces. Businesses and government offices have public facing locations that are ripe for being taken over themselves. A crowd of people can chant all day on a sidewalk in front of a store or they can take their action indoors to its cash registers. A flash mob can be an escalation of the outside action or a grand finale when it’s ready to wrap up.

Expect security guards to give orders they are not able to enforce. They can detain you if merchandise has been stolen or property damaged, but they really want you out of their store as quickly as possible. When police arrive, follow their orders without hesitation because they have the power to effect arrests and issue fines. (Although really, they’d prefer to get back in their cars and go rather than fill out reports all day).

A well crafted action need not even involve law enforcement. I am jealous that I didn’t think of one that targeted Home Depot for their cooperation with Immigration and Customs Enforcement (ICE) as they arrested and deported some of their best customers. Activists purchased .37 ice scrapers, got in line, and slowly paid for them before returning them to customer service with a lengthy explanation. The action was perfectly legal, yet it disrupted the status quo. In fact, there’s no reason you couldn’t go to Home Depot today to purchase and return an ice scraper.

This brings us to the next level of protest, civil disobedience.

If you decide to walk in the middle of the street by yourself, it won’t take long for the police to give you a ticket for jaywalking. But if you and 5,000 of your closest friends take to the street, oftentimes police will block off intersections and give you an escort. There are variables, of course. Suburban police may not see this sort of action as often as city police. If you are protesting the police themselves, they may have a shorter temper. Generally speaking, there are several steps between seeing a mob and making arrests.

Let’s say you and your friends decide to steer your parade into city hall. People are banging drums, chanting and making speeches but so far, no one has broken anything. Police may warn you that they will start making arrests but because of the scale, this will be easier said than done. They’ll need more handcuffs. They’ll have to call in a paddy wagon. Do they even have a holding pen large enough to store 5,000 people? Someone higher up will have to make a decision. When they do, they will make an announcement over a loudspeaker three times. They will literally read you the Riot Act. If you hear this, take one last look at your date and ask yourself: “Do I really want to spend the night with this person in a holding cell?”

Usually, the party ends here. Everyone goes home, content in the knowledge that they got to have their say. But sometimes the purpose of the protest was to end up in jail. The strategic arrest may seem romantic but should not be entered into lightly. There are practical considerations such as having bail, a lawyer, or someone to walk your dog until you get out. But there are also the tactical considerations like, what will this prove? Is a courtroom the best place to have this fight? Is this the best way to change public opinion?

Sometimes the answer is yes. But always think carefully before you chain yourself to something.

MU in the News: The Fight for Gun Violence Prevention in Michigan

Task force advocates for temporary gun storage services in Michigan

LANSING — Michigan’s newly issued gun violence report is putting forward a set of proposals for state agencies and lawmakers to consider.

The recommendations include raising the state’s firearm purchasing age to 21, banning the possession of assault weapons and creating a legal framework for temporary gun storage services.

“Deaths from firearms affect all of our communities — this is something that is going to take all of us in order to move the needle,” said Jessica Roche, managing director of the University of Michigan’s Institute for Firearm Injury Prevention.

Roche is part of the Michigan Gun Violence Prevention Task Force, which is made up of public health experts, law enforcement and community leaders.

Researchers in the task force suggest that lawmakers prioritize passing civil immunity protections for retailers that offer a temporary gun storage service.

“A space where firearm owners can store their firearms outside of the home for any reason is life changing and could be life saving in some situations —or just convenient,” Roche said.

Gun stores or ranges that might offer this service say that current Michigan law leaves them open to potential liability concerns.

Your Voice, Your Power: Why Michiganders Must Register and Organize Now

In Michigan, every voice has the power to shape the future — but only if it’s heard. Registering to vote is the first step toward making sure your voice counts, whether you care about schools, human rights, jobs, health care, or the environment.

Voting Is a Vital Act of Civic Engagement and Election Protection

Registering to vote isn’t just a matter of civic duty; it’s one of the most powerful tools Michiganders — and all Americans — have to protect democracy and ensure that every voice counts. When you register to vote, you claim your right to participate in decisions that affect your community, your state, and the nation as a whole.

In today’s political climate, voter suppression and misinformation can erode trust in elections. This means that registration is also a key act of election protection, a way of standing up against systemic barriers to justice and ensuring free and fair elections. Exercising your right to vote helps defend against attempts to silence or discourage participation in the democratic process.

Registering and voting also makes an impact beyond any single election. When people register early and vote, they are more likely to have higher overall levels of civic engagement and continue participating in future elections. How to Register to Vote in Michigan

Fortunately, Michigan makes registering to vote straightforward. Whether you’re signing up for the first time or simply checking that your information is up to date, the process is designed to empower you to participate.

Who Is Eligible to Vote in Michigan? Know Your Rights

You’re eligible to vote in Michigan if you:

  • Are a US citizen
  • Are a Michigan resident
  • Have been a resident of the city, township, or locality in which you would like to vote for at least 30 days prior to Election Day
  • Are or will be at least 18 years old by Election Day (residents can preregister as early as age 16 and become active voters when they are 17.5)
  • Are not currently serving a sentence in jail or prison for a felony conviction

Registering to Vote for the First Time

Here’s how you can make sure you’re able to vote in Michigan:

  • Automatic DMV registration. When you apply to receive a new driver’s license, renew an existing driver’s license, or apply for a state personal ID card at any DMV in the state of Michigan, you’re automatically registered to vote unless you explicitly opt out. That’s because Michigan uses both “motor voter” registration and automatic voter registration.
  • Online registration. You can also register to vote through the official state website at mvic.sos.state.mi.us or through Vote.gov. Both sites provide simple, secure platforms to get started.
  • Registration by mail or in person. The Michigan Secretary of State additionally allows registration by completing a paper form or visiting your local clerk’s office.

How to Find Out if You’re Registered to Vote

Particularly if you’ve recently moved, changed your name, or haven’t voted in a while, it’s a good idea to double-check that you’re registered correctly.

Here’s what you need to do:

  • Check your registration status. The state’s voter information center (linked above) makes this easy, so visit the website and check your details.
  • Know your deadlines. You must register at least 15 days before an election to guarantee that your name will be included in the official voter roll. However, Michigan also offers same-day registration at your local clerk’s office, even on Election Day.

‘Progress for the People’ Town Hall, November 15th in Warren

Since January, President Trump and Republicans in Congress have pushed policies that cut essential services and increase the cost of health care, groceries, utilities, student loans, and more — all while handing massive tax breaks to corporations and the ultra-wealthy. This summer’s  Republican budget law threatens working families in Michigan and across the country. Now, Republicans have shut down the government rather than deal with skyrocketing health care costs and other chaos caused by this White House. 

The town hall will feature testimonials from local residents and a question and answer session with special guests including Rep. Rashida Tlaib (MI-12) and Rep. Becca Balint (VT-at large).  Local organizations will also share information about support services for families facing cuts and ways to get engaged. Warren, MI is currently represented in Congress by Rep. John James who declined to attend the event. 

This town hall is part of a series of community-led Progress for the People town halls in districts across the country. These town halls provide residents with practical tools, information, and strategies to understand and respond to federal policies impacting health care, education, cost of living, climate, and labor rights.

Understanding and Addressing Michigan’s Struggle for Reliable, Affordable Electricity

Living in Michigan holds unique charms, from the serene beauty of two Great Lakes to vibrant cities. Yet many Michiganders face a persistent and frustrating problem: unreliable electric grids and high energy bills. Whether you’re a homeowner constantly worrying about power outages or a business owner grappling with a high Consumers Energy bill or DTE bill, the struggle is real and shared by many across the state. Here’s why it’s happening — and what you can do.

The Causes of Michigan’s Power Outage Woes

The high Michigan power outage rate is an all-too-familiar sore spot for its residents. The state ranks second nationwide for the number of power disruptions per year, and it’s the fourth worst state for power loss duration. In general, electric outages are most often caused by severe weather, and the entire Midwest is known for its punch-packing thunderstorms, snowstorms, and ice. 

However, neighboring Midwestern states with similar weather patterns have fewer outages and faster power restoration times. Several factors contribute to this disparity:

Aging infrastructure. Michigan’s electrical grid is outdated and often struggles to keep up with modern demands. Many components of the grid are decades old, making them prone to failures.

Inadequate power loss prevention. According to ratepayer advocates, major utility companies in Michigan — namely, DTE Energy and Consumers Energy — consistently neglect to execute adequate outage prevention strategies, like maintaining the electric grid and trimming trees near power lines.

Increasingly extreme weather patterns. Global warming and the current climate crisis have been causing more frequent and destructive weather events, placing additional strain on an already-fragile infrastructure.

These outages not only disrupt daily life, but can also lead to significant economic losses, particularly for small businesses that rely heavily on consistent power supply.

Why Electric Bills Are So High in Michigan

In addition to having more frequent and longer-lasting power disruptions than other Midwestern states, Michigan residents also pay some of the highest electricity rates in the region. The average electric bill in Michigan is several cents higher per kilowatt hour than in states like Ohio, Illinois, and Indiana. Several factors contribute to these high costs:

Corrupt political influence. DTE Energy and Consumers Energy enjoy strong political influence through their substantial donations to lawmakers. These totaled almost $500,000 in 2023, and over 80% of the state legislating body accepted contributions from these corporations that year. This practice leads to profitable regulatory decisions for energy companies at the expense of consumers. Further, because they are regional monopolies, consumers can’t choose to switch to a competitor.

High operational costs. High costs associated with maintaining aging infrastructure and making investments in new components and technologies are often passed on to consumers, especially if regulatory bodies allow this to happen.

Approval of rate increases. The Michigan Public Service Commission (MPSC) has approved multiple rate increases for utility companies. For example, Consumers Energy was recently granted a $92 million rate increase.

These factors combine to create a disproportionate financial burden on residents and small businesses, making it difficult for many to manage their monthly energy expenses.

How Michiganders Can Take Back Their Power

While these challenges are complex, there are relatively simple steps that Michiganders can take to get better continuity and pricing when it comes to electricity. 

  • Speak Up and Take Action: Engage with social justice-related nonprofits and policymakers to push for regulatory reforms that prioritize consumer interests over utility company profits. You can do this conveniently and effectively through the Taking Back Our Power campaign, which seeks to ban regulated monopoly corporations from contributing to political funds in order to gain lucrative government contracts.
  • Increase Your Energy Efficiency : Implementing energy-efficient practices and technologies can help reduce consumption and lower bills. Green banks like Michigan Saves publish tips for saving energy and offer affordable financing for eligible energy-efficient home and business upgrades. 
  • Participate in Utility Incentive Programs: Utility companies — yes, even DTE Energy and Consumers Energy — offer consumer rebate and discount programs for qualifying energy-efficient purchases. Find out if you can take advantage of these and take back some of your energy bill budget.
  • Support Clean Energy Initiatives: Advocate and vote for clean energy initiatives and laws. These make sustainable energy more accessible for lower-income communities. They also work to hold utility companies accountable for initiatives like implementing affordable solar energy, electric waste reduction, and energy-efficient retrofittings for homes and businesses.  

While the road to fair and reliable electricity service is challenging, collective action and informed decision-making can pave the way for meaningful improvements. By taking these steps, Michiganders can achieve a more equitable, affordable, and sustainable energy future.

Michigan United Condemn’s the Taylor Police Department’s Agreement with ICE, Citing Community Harm and Legal Risk

TAYLOR, MI – In response to the Taylor Police Department entering into an agreement with Immigration and Customs Enforcement (ICE), Adonis Flores, Training Director at Michigan United, issued the following statement:

““We are deeply disturbed by the Taylor Police Department’s decision to partner with ICE through the 287(g) Task Force model, the most aggressive and problematic form of this federal program. This agreement invites racial profiling, wastes local tax dollars, and endangers the safety and trust of our communities.

“Taylor is choosing to spend its own local resources to do ICE’s work, without reimbursement, while risking costly legal liability and violating residents’ constitutional rights. This policy undermines public safety by driving immigrant families into the shadows and discouraging victims and witnesses from coming forward. 

“The Task Force model was rightly discontinued in 2012 after the Department of Justice exposed widespread racial profiling and civil rights violations. Reviving it now, under pressure from Trump’s latest executive orders, is not about safety. This is about fear and control.

“By voluntarily participating in this program, the Taylor police department is complicit with an administration that disregards court orders and violates the Constitutional right to due process, as evidenced by the case of Kilmar Abrego Garcia, a Maryland father legally present in the U.S. who was kidnapped by ICE and sent to a concentration camp in a foreign country, without due process. 

“We call on Taylor police and city government officials to uphold the constitutional rights of its residents and refuse to collaborate with a president who has no respect for the Constitution. The Taylor City Council must immediately review and rescind this agreement. 

“Michigan’s communities are strongest when we invest in trust, not in surveillance and deportation. Every local leader should stand up against this harmful collaboration and affirm that everyone, regardless of immigration status, deserves dignity, safety, and justice.”

Michigan United Statement on Passage of Dirty Energy Carve-out Bills Passed by Michigan House

DETROIT, MI – In response to the Michigan House’s passage of House Bills 4007 and 4283, which reclassify gas-fired power plants as “clean energy,” Audrey Gerard, Michigan United’s Northern Michigan Regional Manager, issued the following statement:

“Today’s vote is a betrayal of Michigan’s clean energy future. Lawmakers who supported this bill chose fossil fuel profits over people, corporate carve-outs over climate action, and misinformation over science. Calling gas plants ‘clean’ doesn’t make them sustainable. It just masks the harm and misleads the public.

“This legislation undercuts the bold steps we took last year to lead the nation in renewable energy investment. It doesn’t help U.P. families. It locks them into dirty, high-cost energy for decades to come. At a time when we should be accelerating toward a just and affordable energy transition, the House took a step backward.

“The Senate must reject this reckless attempt to greenwash fossil fuels and protect Michigan’s clean energy laws from corporate loopholes and false solutions. Michiganders deserve a future powered by real clean energy, not more pollution, higher bills, and broken promises.”
